In reply, I have to report that after the fullest enquiry, I am unable to find even the slightest reference to any undertaking on the part of this Government to defray the cost of the Convicts which were transported to the places mentioned.
3.- In the correspondence recorded here, it appears that Despatch held in 1845, of 29th January, Governor Sir John Davis recommended the transportation of Convicts to the Straits Settlements. Other suggestions were put forward by the Governor of India, but ultimately the views of John Davis were adopted, and in November 1847, the first Prisoners - 93 in all - were forwarded to Singapore.
4.- At the same time, an Indenture under Seal, dated the day of November 1847, was made between Sir J. Y. Davis of the one part, and Colonel Butterworth, C.B., the Governor of the Straits Settlement, of the other part, after reciting that the several persons therein...
